Pour the batter into the prepared pan and bake for 25-30 minutes. Cool in the pan on a wire rack.
Crush the Nutter Butter cookies into fine crumbs. Mix with cream cheese and peanut butter until smooth.
Spread the peanut butter mixture over the cooled brownies.
Combine chocolate chips and peanut butter in a microwave-safe bowl. Melt in 30-second intervals, stirring until smooth. Pour over peanut butter layer.
Refrigerate for at least 1 hour, then cut into squares.
