In a large mixing bowl, combine chicken wings with melted butter, sesame oil, garlic powder, kosher salt, and black pepper. Toss until evenly coated.
Line a baking sheet with parchment paper. Spread wings in a single layer and bake for 40-45 minutes, flipping halfway through.
In a saucepan over medium heat, melt 4 tablespoons of butter. Add crushed red pepper flakes, grated ginger, and minced garlic. Sauté for about 1 minute until fragrant.
Stir in honey, Sriracha, Worcestershire sauce, balsamic vinegar, lime juice, and cornstarch into the saucepan. Bring to a simmer, stirring constantly until thickened.
Remove baked wings from the oven and transfer into the sauce, tossing until well coated.
Sprinkle sesame seeds and chopped scallions over the wings before serving.
