In a mixing bowl, combine the softened cream cheese, diced green onion, garlic powder, and salt. Use a spoon or spatula to mix everything together until smooth and well combined.
Take one wonton wrapper and lay it flat. Place about 1 tablespoon of the cream cheese filling in the center. Moisten the edges with water, fold the wrapper in half diagonally, and seal the edges.
In a frying pan or deep fryer, heat oil over medium-high heat until ready for frying.
Carefully add the assembled wontons to the hot oil and fry for about 2-3 minutes on each side until golden brown and crispy.
Once all the wontons are fried, serve them warm with your favorite dipping sauce.
