Preheat your oven to 400°F (200°C).
In a large mixing bowl, combine the all-purpose flour, salt, baking powder, baking soda, and sugar. Whisk them together until well blended.
Add the cold, cubed butter to the dry ingredients. Using a pastry cutter or fork, cut the butter into the flour mixture until it resembles coarse crumbs.
Stir in the granulated garlic, mozzarella cheese, cheddar cheese, and diced pepperoni. Mix until everything is evenly distributed.
Pour in the milk and stir gently until just combined. Be careful not to over-mix.
Turn the dough out onto a lightly floured surface. Gently knead it a few times, then pat it into a circle about 1-inch thick. Cut into wedges or use a biscuit cutter.
Place the scones on your prepared baking sheet, leaving space between them. Bake for 15-20 minutes or until golden brown.
