Peel and grate the 2 garlic cloves; finely chop the 1 scallion.
In a small bowl combine ½ cup mayonnaise (or vegan mayo), 1 tablespoon mustard, 1 teaspoon hot sauce, ½ teaspoon paprika, the grated garlic, the chopped scallion, 1 teaspoon fresh lemon juice, 1/8 teaspoon onion powder, and a pinch of cayenne.
Whisk or stir the mixture until it is smooth and evenly combined.
Cover and refrigerate for at least 30 minutes, if possible, to let the flavors meld (optional).
Transfer to a serving bowl and sprinkle with chives, if using.
