Preheat your oven to 350°F (175°C).
Line your 9x9 inch baking pan with parchment paper, leaving some overhang on the sides.
In a large mixing bowl, combine the whole wheat flour, old-fashioned oats, packed brown sugar, and salt. Stir well.
Add the cold, chopped butter to the dry mixture. Cut the butter into the flour mixture until it resembles coarse crumbs.
Drizzle in the cold water and mix until the dough starts to come together.
Press about two-thirds of the dough into the bottom of the prepared baking pan.
Spread the fruit preserves evenly over the dough base.
Crumble the remaining dough over the top of the fruit preserves.
Bake for about 25-30 minutes, or until the top is golden and the edges are slightly crisp.
Let the bars cool in the pan for about 10 minutes, then lift them out and let cool completely on a wire rack.
Once cooled, slice into squares or rectangles and enjoy!
